You may be asking what is a Fractional worker? It is term that is used to describe certain workers who serve or consult in a limited time or limited capacity. People who fill this type of position are typically deployed to projects or workloads on a “as needed” basis. Some organizations will contract for a retainer. Usually, a retainer will be designed to set aside a certain number of hours per week or contract time to be used by the client.
A Fractional CTO/CIO/CA is person who functions to a fractional or part time extent to help an organization achieve the objectives of the business through IT resources. Many startups or businesses who have a smaller digital footprint do not have the capabilities to hire a full time employee or contractor. In fact, many organizations don’t even need a full-time person to fulfill the needs of the business. Often smaller business need troubleshooters or analysis of a system. Maybe they need to provide reasoning behind a particular direction or purchase. For example, a CIO's job is generally to manage all aspects of an enterprise IT system. A Fractional CIO manages certain aspects of an enterprise IT system in a limited capacity. With a specific focus, the business can still achieve its desired outcome without the additional overhead.
